Agency Information Collection Activities: Request for Comments
We (the U.S. Geological Survey) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC.
Notice of Intent To Seek Approval To Collect Information
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13) and Office of Management and Budget (OMB) regulations at 5 CFR part 1320 (60 FR 44978, August 29, 1995), this notice announces the National Agricultural Library's (NAL) intent to request approval to collect information via an online form. This voluntary form will be used by Supplemental Nutrition Assistance Program Education (SNAP-Ed) personnel, consumers from the general public, school nutrition personnel, the private sector, the Department of Agriculture (USDA) Food program operators, and federal and state agency nutrition programs to submit recipes and review recipes. These two voluntary forms give people and program personnel the opportunity to share recipes that they have developed and review recipes that have been submitted.
Proposed Agency Information Collection
The Department of Energy (DOE) invites public comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

Airworthiness Directives; Airbus Airplanes
We propose to adopt a new airworthiness directive (AD) for all Airbus Model A330-200 Freighter, A330-200, A330-300, A340-200, -300, - 500, and -600 series airplanes. This proposed AD was prompted by a determination that the service life limits of the cabin pressure control system (CPCS) safety valves installed on the aft pressure bulkhead were being exceeded. This proposed AD would require repetitive replacement of the CPCS safety valves with serviceable valves. We are proposing this AD to prevent exceeding the service life limits of the CPCS safety valves, which, in the event of a failure, could result in excessive positive or negative differential pressure in the fuselage and consequent incapacitation or injuries to airplane occupants.
Missouri River Resource Advisory Committee
The Missouri River Resource Advisory Committee (RAC) will meet in Helena, Montana. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meeting is open to the public. The purpose of the meeting is review and recommend projects.
Trinity Adaptive Management Working Group; Public Meeting and Teleconference
We, the U.S. Fish and Wildlife Service, announce a public meeting and teleconference of the Trinity Adaptive Management Working Group (TAMWG). The TAMWG is a Federal advisory committee that affords stakeholders the opportunity to give policy, management, and technical input concerning Trinity River (California) restoration efforts to the Trinity Management Council (TMC). The TMC interprets and recommends policy, coordinates and reviews management actions, and provides organizational budget oversight.
Endangered and Threatened Species Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activities. Both the Act and the National Environmental Policy Act require that we invite public comment before issuing these permits.

Documents To Support Submission of an Electronic Common Technical Document; Availability
The Food and Drug Administration (FDA) is announcing the availability of revised final versions of the following four documents that support making regulatory submissions in electronic format using the electronic Common Technical Document (eCTD): ``The eCTD Backbone Files Specification for Module 1,'' version 2.3 (which includes the U.S. regional document type definition (DTD), version 3.3); ``The Comprehensive Table of Contents Headings and Hierarchy,'' version 2.3; ``Specifications for eCTD Validation Criteria,'' version 3.1; and ``Example Submissions using eCTD Backbone Files Specification for Module 1,'' version 1.3. Technical files that support these documents are also available on the Agency Web site. FDA estimates it will be able to receive submissions using Module 1 Specifications 2.3 by the fourth quarter of calendar year 2014, and will give 30 days' advance notice to industry.
Guidance for Industry on Abbreviated New Drug Applications: Stability Testing of Drug Substances and Products, Questions and Answers; Availability
The Food and Drug Administration (FDA) is announcing the availability of a guidance for industry entitled ``ANDAs: Stability Testing of Drug Substances and Products, Questions and Answers.'' It replaces the draft guidance with the same name that published on August 27, 2013 (78 FR 52931). This guidance clarifies stability testing recommendations discussed in International Conference on Harmonisation (ICH) stability guidances Q1A(R2) through Q1E for abbreviated new drug applications (ANDAs) and provides responses to public comments in a questions-and-answers format.

Announcement of Center for Tobacco Products' Move to the Food and Drug Administration's White Oak Campus
The Food and Drug Administration (FDA) is announcing that the Center for Tobacco Products (CTP) will be moving its office from various Rockville, MD, locations to the FDA White Oak campus in Silver Spring, MD. The move will commence on or about June 6, 2014, and will end approximately 3 weeks later, on or about June 22, 2014. During this time persons may continue to send applications and other submissions electronically via the eSubmitter tool and FDA Electronic Submissions Gateway to CTP for review, evaluation, or other handling. Persons should send submissions on paper or on electronic media (CD, DVD) to CTP's new mailing addresses once they take effect. CTP's new mailing addresses, including the dates they take effect, as well as other information concerning CTP's move to the FDA White Oak campus in Silver Spring, MD, will be provided on the FDA Web site at https://www.fda.gov/ aboutfda/centersoffices/officeofmedicalproductsandtobacco/ aboutthecenterfortobaccoproducts/ucm212531.htm, as they become available. Federal Housing Administration (FHA): Homeowners Armed With Knowledge (HAWK) for New Homebuyers
This notice solicits public comment on a proposed four-year, two-phase, housing counseling pilot, ``HAWK for New Homebuyers.'' HAWK stands for Homeowners Armed With Knowledge, and serves as an umbrella term for several initiatives to link HUD's Housing Counseling program with FHA-insured mortgage origination and servicing. The HAWK for New Homebuyers pilot will provide FHA insurance pricing incentives to first-time homebuyers who participate in housing counseling and education that covers how to evaluate housing affordability and mortgage alternatives, to better manage their finances, and to understand the rights and responsibilities of homeownership. The goals of the HAWK for New Homebuyers pilot (HAWK Pilot) are to test and evaluate program designs that meet these objectives: To improve the loan performance of participants and reduce claims paid by FHA's Mutual Mortgage Insurance Fund (MMIF); To expand the number of families who improve their budgeting skills and housing decisions through access to HUD-approved housing counseling agency services; and To increase access to sustainable home mortgages for homebuyers underserved by the current market. The Supplementary Information section of this notice provides the details of the pilot. HUD welcomes public comment, and all comments will be taken into consideration by HUD.
Technical Operations Safety Action Program (T-SAP) and Air Traffic Safety Action Program (ATSAP)
This action affirms the policy and responds to comments received in response to the Notice published on July 19, 2013 (78 FR 43091) regarding the application of our regulations, Technical Operations Safety Action Program (T-SAP) and Air Traffic Safety Action Program (ATSAP). The Notice proposed that safety information provided to the FAA under the T-SAP and ATSAP programs be designated by an FAA Order as protected from public disclosure in accordance with the provisions of our regulations, Protection of Voluntarily Submitted Information. The designation is intended to encourage persons to voluntarily provide information to the FAA under the T-SAP and ATSAP, so the FAA can learn about and address aviation safety hazards and implement, as appropriate, corrective measures for events or safety issues.

Low Income Taxpayer Clinic Grant Program; Availability of 2015 Grant Application Package
This document contains a notice that the IRS has made available the 2015 Grant Application Package and Guidelines (Publication 3319) for organizations interested in applying for a Low Income Taxpayer Clinic (LITC) matching grant for the 2015 grant year, which runs from January 1, 2015, through December 31, 2015. The application period runs from May 5, 2014, through June 20, 2014. The IRS will award a total of up to $6,000,000 (unless otherwise provided by specific Congressional appropriation) to qualifying organizations, subject to the limitations of Internal Revenue Code section 7526, for matching grants. A qualifying organization may receive a matching grant of up to $100,000 per year for up to a three- year project period. Qualifying organizations that provide representation for free or for a nominal fee to low income taxpayers involved in tax disputes with the IRS, or educate individuals for whom English is a second language of their taxpayer rights and responsibilities, or both, can apply for a grant. Examples of qualifying organizations include: (1) A clinical program at an accredited law, business or accounting school whose students represent low income taxpayers in tax controversies with the IRS, and (2) an organization exempt from tax under I.R.C. Sec. 501(a) that represents low income taxpayers in tax controversies with the IRS or refers those taxpayers to qualified representatives, or operates programs to inform individuals for whom English is a second language about their rights and responsibilities as taxpayers.
