This request for public nominations
also applies to the Steens Mountain
Advisory Council (SMAC) in Oregon
established pursuant to Section 131 of
the Steens Mountain Cooperative
Management and Protection Act of
2000. The SMAC advises the Secretary
of the Interior in managing the Steens
Mountain Cooperative Management and
Protection Area.
The following must accompany all
nominations for the RACs and SMAC:
—Letters of reference from represented
interests or organizations;
—A completed Resource Advisory
Council application; and
—Any other information that addresses
the nominee’s qualifications.
Simultaneous with this notice, BLM
state offices will issue press releases
providing additional information for
submitting nominations, with specifics
about the number and categories of
member positions available for each
RAC in the State and the Steens
Mountain Advisory Council in Oregon.
If you have already submitted your RAC
nomination materials for 2014 you will
not need to resubmit. Nominations for

In compliance with the
Paperwork Reduction Act of 1995, the
Office of Surface Mining Reclamation
and Enforcement (OSMRE) is
announcing our intention to request
renewed approval for the collection of
information for states or indian tribes,
pursuant to an approved reclamation
program, to use police powers, if
necessary, to effect entry upon private
lands to conduct reclamation activities
or exploratory studies if the landowner’s
consent is refused or the landowner is
not available. The collection described
below has been forwarded to the Office
of Management and Budget (OMB) for
review and comment. The information
collection request describes the nature
of the information collection and the
expected burdens and costs.
DATES: OMB has up to 60 days to
approve or disapprove the information
collection but may respond after 30
days. Therefore, your comments should
be submitted to OMB by May 23, 2014,
in order to be assured of consideration.

submitted a request to OMB to approve
the collection of information for 30 CFR
877—Rights of Entry. We are requesting
a 3-year term of approval for this
information collection activity.
An agency may not conduct or
sponsor, and a person is not required to
respond to, an information collection
unless it displays a currently valid OMB
control number. The OMB control
number for this collection of
information is displayed in 30 CFR

As required under 5 CFR 1320.8(d),

seeking public comments on this
collection of information on January 31,

Summary: This regulation establishes
procedures for non-consensual entry
upon private lands for the purpose of
abandoned mine land reclamation
activities or exploratory studies when
