The existing detour was constructed during a declared emergency and was designed as a temporary solution to the closure of State Route 140. The total length of the project area is 0.7 mile. The actions by the Federal agencies, and the laws under which such actions were taken, are described in the Final Environmental Impact Statement (FEIS) for the project, approved on January 28, 2014, in the FHWA Record of Decision (ROD) issued on April 1, 2014, and in other documents in the FHWA project records.
