Application for Subzone; Neolpharma,
Inc.; Caguas, PR
An application has been submitted to
the Foreign-Trade Zones Board (the
Board) by the Puerto Rico Industrial
Development Company, grantee of FTZ
7, requesting subzone status for the
facility of Neolpharma, Inc., located in
Caguas, Puerto Rico. The application
was submitted pursuant to the
provisions of the Foreign-Trade Zones
Act, as amended (19 U.S.C. 81a-81u),
and the regulations of the Board (15 CFR
part 400). It was formally docketed on
April 1, 2014.
The proposed subzone (29.48 acres) is
located at #99 Jardines Street in Caguas.
No authorization for production activity
has been requested at this time. The
proposed subzone would be subject to
the existing activation limit of FTZ 7.
In accordance with the Board’s
regulations, Camille Evans of the FTZ
Staff is designated examiner to review
the application and make
recommendations to the Executive
Secretary.
Public comment is invited from
interested parties. Submissions shall be
addressed to the Board’s Executive
Secretary at the address below. The
closing period for their receipt is May
19, 2014 Rebuttal comments in response
to material submitted during the
foregoing period may be submitted
during the subsequent 15-day period to
June 2, 2014.

line pipe (‘‘welded line pipe’’) from the
People’s Republic of China (‘‘PRC’’)
would be likely to lead to continuation
or recurrence of dumping. The
magnitude of the dumping margins
likely to prevail is indicated in the
‘‘Final Results of Sunset Review’’
section of this notice.

SUPPLEMENTARY INFORMATION:
Background
On May 13, 2009, the Department
published the AD order on welded line
pipe from the PRC.1 On December 2,
2013, the Department published the
notice of initiation of the sunset review
of this AD order, pursuant to section
751(c) of the Act.2 On December 11 and
17, 2013, pursuant to 19 CFR
351.218(d)(1), the Department received
timely and complete notices of intent to
participate in the sunset review of the
order from American Cast Iron Pipe
Company (‘‘ACIPCO’’), JMC Steel Group
(‘‘JMC’’), Maverick Tube Corporation
(‘‘Maverick’’), Stupp Corporation
(‘‘Stupp’’), Tex-Tube Company (‘‘TexTube’’), TMK IPSCO, United States Steel
Corporation (‘‘U.S. Steel’’), and
Welspun Tubular LLC USA
(‘‘Welspun’’) (collectively ‘‘Domestic
Producers’’). On January 2, 2014,
pursuant to 19 CFR 351.218(d)(3),
Domestic Producers filed a timely and
adequate substantive response. The
Department did not receive substantive
responses from any respondent
interested party. As a result, pursuant to
section 751(c)(3)(B) of the Act and 19
CFR 351.218(e)(1)(ii)(C)(2), the
Department conducted an expedited
(120-day) sunset review of this AD
order.
Scope of the Order
The merchandise covered by this
order is circular welded carbon quality
steel pipe of a kind used for oil and gas
pipelines (welded line pipe), not more
than 406.4 mm (16 inches) in outside
diameter, regardless of wall thickness,
