The EA contains Commission staff’s analysis of the probable environmental impacts of the proposed action and concludes that approval of the proposal would not constitute a major federal action significantly affecting the quality of the human environment.     On December 5, 2013, KC Small Hydro, LLC, filed an application for

sole purpose of a preliminary permit, if issued, is to grant the permit
