For Reliability Standards MOD–026–1
and MOD–027–1, the Commission
estimates that a subset of the small
generator owner entities will incur
compliance and paperwork/record
keeping costs of $198,176 ($9,008 per
generator owner).106 This will result in
a per entity compliance and paperwork/
record-keeping cost for the subset of
generator owners complying with
MOD–026–1 and MOD–027–1 of
$22,380 107 and the remaining small
generator owners who only have to
comply with PRC–019–1, PRC–024–1
and MOD–025–1 incurring a $13,372
cost per entity, as previously described.
Additionally, small transmission
planner entities will incur compliance
and paperwork/record keeping costs 108
totaling $49,392 ($1,176 per
transmission planner) 109 to comply
with MOD–026–1 and MOD–027–1.
71. The Commission does not
consider the estimated costs per small
entity to have a significant economic
impact on a substantial number of small
entities. Accordingly, the Commission
certifies that this Final Rule will not

VII. Environmental Analysis
72. The Commission is required to
prepare an Environmental Assessment
or an Environmental Impact Statement
for any action that may have a
significant adverse effect on the human
environment.110 The Commission has
categorically excluded certain actions
from this requirement as not having a
significant effect on the human
environment. Included in the exclusion
are rules that are clarifying, corrective,
or procedural or that do not

The Federal Energy Regulatory
Commission (Commission) is issuing
this notice to update filing fees that the
Commission assesses for specific
services and benefits provided to
identifiable beneficiaries. Pursuant to 18
CFR 381.104, the Commission is
establishing updated fees on the basis of
the Commission’s Fiscal Year 2013
costs. The adjusted fees announced in
this notice are effective April 28, 2014.
The Commission has determined, with
the concurrence of the Administrator of
the Office of Information and Regulatory
Affairs of the Office of Management and
Budget, that this final rule is not a major
rule within the meaning of section 251
of Subtitle E of Small Business
Regulatory Enforcement Fairness Act, 5
U.S.C. 804(2). The Commission is
