The Small Communities
Advisory Subcommittee (SCAS) will
meet in Washington, DC, on

Subcommittee will discuss training
related to decentralized wastewater
treatment; affordability; and other issues
and recommendations to the
Administrator regarding environmental
issues affecting small communities. The
Local Government Advisory Committee
(LGAC) will meet in Washington, DC,
on Thursday, March 27, 2014, 8:00
a.m.–5:30 p.m. (EST), and Friday, March
28, 2014, 8:00 a.m.–12:30 p.m. (EST).
The focus of the Committee meeting
will be on issues pertaining to
protecting America’s waters; cleaning
up our communities; air, climate and
energy; and climate change resiliency
and sustainability.
These are open meetings, and all
interested persons are invited to
participate. The Subcommittee will hear
comments from the public between 1:30
p.m. and 2:00 p.m. on Wednesday,
March 26, 2014, and the Committee will
hear comments from the public between
1:30 p.m. and 2:00 p.m. on Thursday,
March 27, 2014. Individuals or
organizations wishing to address the
Subcommittee or the Committee will be
allowed a maximum of five minutes to
present their point of view. Also,
written comments should be submitted

members were informed of the potential
March 10 meeting at the December 9,
2013, public meeting of the Council
with a confirmation of this date sent to
them on December 17, 2013, and have
been informed informally of the March
meeting date on more than one occasion
since then. A significant number of
Council members have made business
and travel plans in accordance with this
schedule, and there is no date within
one month of the planned date that will
accommodate Council members’
schedules. Delaying the meeting will
also cause undue financial burdens on
many of the members who have made
travel arrangements. Further,
recognizing the delay in Federal
Register publication, the agency issued
a Public Notice of this meeting on
March 4, 2014, to mitigate the late
Federal Register publication and as an
additional way of advising the public of
this meeting and their right to attend.
