SUPPLEMENTARY INFORMATION: On July 21, 2010, President Obama signed into law the Dodd-Frank Wall Street Reform and Consumer Protection Act (‘‘DoddFrank Act’’).1 The Dodd-Frank Act substantially changed the federal legal framework for financial services providers.
