In addition, this proposed rule to
approve Delaware’s regional haze fiveyear progress report SIP revision does
not have tribal implications as specified
by Executive Order 13175 (65 FR 67249,
November 9, 2000), because the SIP is
not approved to apply in Indian country
located in the state, and EPA notes that
it will not impose substantial direct
costs on tribal governments or preempt
tribal law.

Under the Clean Air Act
(CAA), the Environmental Protection
Agency (EPA) is proposing to approve
requests by Indiana to revise the 1997 8hour ozone maintenance air quality
state implementation plan (SIP) for
Allen, Greene, Vanderburgh, Warrick,
and Vigo Counties to replace onroad
emissions inventories and motor vehicle
emissions budgets (budgets) with
inventories and budgets developed
using EPA’s Motor Vehicle Emissions
Simulator (MOVES) emissions model.
Indiana submitted the SIP revision
requests for Allen, Vigo, Vanderburgh,
and Warrick Counties on July 2, 2013,
and submitted the SIP revision request
for Greene County on July 8, 2013.
DATES: Comments must be received on
or before March 27, 2014.

receives adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.

comment on an amendment, paragraph,
