A. Basis and Purpose
On November 22, 2013, we published
a temporary deviation entitled
‘‘Drawbridge Operation Regulation;
Upper Mississippi River, Rock Island,
IL’’ in the Federal Register (78 FR
69995). The temporary deviation
concerned a change from the operating
schedule that governs the Rock Island
Railroad and Highway Drawbridge
across the Upper Mississippi River, mile
482.9, at Rock Island, Illinois. The
bridge owner was scheduled to perform
preventive maintenance and critical
repairs that are essential to the
continued safe operation of the
drawbridge. The work was scheduled in
the winter, when the impact on
navigation was minimal, instead of
scheduling the work at other times in
the year, when river traffic is prevalent.
The deviation allowed the bridge to be
maintained in the closed-to-navigation
position for 77 days. This deviation
from the operating regulations was
authorized under 33 CFR 117.35.
B. Cancellation
This deviation is cancelled as of
January 22, 2014, due to work
scheduling issues during the winter
months.

The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the Rock Island
Railroad and Highway Drawbridge
across the Upper Mississippi River, mile
482.9, at Rock Island, Illinois. The
deviation is necessary to allow the Quad
Cities Heart Walk to cross the bridge.
This deviation allows the bridge to be
maintained in the closed-to-navigation
position for two hours.

Army Rock Island Arsenal requested a
temporary deviation for the Rock Island
Railroad and Highway Drawbridge, mile
482.9, across the Upper Mississippi
River, at Rock Island, Illinois to remain
in the closed-to-navigation position for

a two hour period from 9 a.m. to 11
a.m., May 17, 2014, while the Quad
Cities Heart Walk is held between the
cities of Davenport, IA and Rock Island,
IL.
The Rock Island Railroad and
Highway Drawbridge currently operates
in accordance with 33 CFR 117.5, which
states the general requirement that
drawbridges shall open promptly and
fully for the passage of vessels when a
request to open is given in accordance
with the subpart.
There are no alternate routes for
vessels transiting this section of the
Upper Mississippi River.
The Rock Island Railroad and
Highway Drawbridge, in the closed-tonavigation position, provides a vertical
clearance of 23.8 feet above normal
pool. Navigation on the waterway
consists primarily of commercial tows
and recreational watercraft. This
temporary deviation has been
coordinated with waterway users. No
objections were received.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the Burlington
Northern Santa Fe Railway Bridge, also
known as the St. Johns RR Bridge,
across the Willamette River, mile 6.9, at
Portland, OR. The deviation is necessary
to facilitate replacement of the frayed
counterweight wire ropes for the lift
mechanism of the bridge. This deviation
allows the bridge to remain in the
closed position during maintenance
activities.
