Notice is hereby given that, on December 19, 2013, pursuant to Section 6(a) of the National Cooperative Research and Production Act of 1993, 15 U.S.C. 4301 et seq. (‘‘the Act’’), Cable Television Laboratories, Inc. (‘‘CableLabs’’) has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, Grupo Televisa, S.A.B., Mexico City, MEXICO, Numericable, Champs sur Marne, FRANCE, Taiwan Broadband Communications, Co., Ltd, Taipei City, REPUBLIC OF CHINA, and Cablenet Communication Systems Ltd., Nicosia, CYPRUS, have been added as parties to this venture. No other changes have been made in either the membership or planned activity of the group research project. Membership in this group research project remains open, and CableLabs intends to file additional written notifications disclosing all changes in membership. On August 8, 1988, CableLabs filed its original notification pursuant to Section 6(a) of the Act. The Department of Justice published a notice in the Federal Register pursuant to Section 6(b) of the Act on September 7, 1988 (53 FR 34593). The last notification was filed with the Department on August 26, 2013. A notice was published in the Federal Register pursuant to Section 6(b) of the Act on September 24, 2013 (78 FR 58559). (‘‘the Act’’), ASTM International (‘‘ASTM’’) has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing additions or changes to its standards development activities. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, ASTM has provided an updated list of current, ongoing ASTM standards activities originating between September 2013 and December 2013 designated as Work Items. A complete listing of ASTM Work Items, along with a brief description of each, is available at https://www.astm.org. On September 15, 2004, ASTM filed its original notification pursuant to Section 6(a) of the Act. L. 94–409) (5 U.S.C. 552b) I, Isaac Fulwood, of the United States Parole Commission, was present at a meeting of said Commission, which started at approximately 11:00 a.m., on Tuesday, January 14, 2014 at the U.S. Parole Commission, 90 K Street NE., Third Floor, Washington, DC 20530. The purpose of the meeting was to discuss original jurisdiction cases pursuant to 28 CFR 2.27. Five Commissioners were present, constituting a quorum when the vote to close the meeting was submitted. Public announcement further describing the subject matter of the meeting and certifications of the General Counsel that this meeting may be closed by votes of the Commissioners present were submitted to the Commissioners prior to the conduct of any other business. Upon motion duly made, seconded, and carried, the following Commissioners voted that the meeting be closed: Isaac Fulwood, Jr., Cranston J. Mitchell, Patricia K. Cushwa, J. the purpose of invoking the Act's provisions limiting the recovery of 
antitrust plaintiffs to actual damages under specified circumstances.
    Pursuant to Section 6(b) of the Act, the name and principal place 
of business of the standards development organization is National 
Council of State Boards of Nursing, Chicago, IL. The nature and scope 
of NCSBN's standards development activities are nurse competency
