The purpose of the proposed withdrawal extension is to continue the protection of the integrity and functionality of the seed orchards, along with the investment of Federal funds at the Brown Mountain, Pal Moore Meadows, Teepee, Cedar Creek, and Flowery Trail Seed Orchards. The use of a right-of-way, interagency agreement, or cooperative agreement would not provide adequate protection because these instruments do not provide the ability to preclude all forms of location and entry under the mining laws. The USFS would not need to acquire water rights to fulfill the purpose of the requested withdrawal extension.
