    Take notice that on December 16, 2013, pursuant to Rule 202(a)(2) 
of the Commission's Rules of Practice and Procedure, 18 CFR 
385.207(a)(2)(2013), Koch Pipeline Company, L.P. (KPL) requests that 
the Commission grant a waiver of the Interstate Commerce Act (ICA) 
section 6 and section 20 tariff filing and reporting requirements
