SUMMARY: The Federal Emergency Management Agency (FEMA) is withdrawing 
its proposed notice concerning proposed flood hazard determinations, 
which may include the addition or modification of any Base Flood 
Elevation, base flood depth, Special Flood Hazard Area boundary or
