Take notice that on December 17,
2013, pursuant to sections 205 and 206
of the Federal Power Act (FPA); 16
U.S.C. 824d and 824e, and Rule 206 of
the Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, 18 CFR 385.206
(2013), California Wind Energy
Association and First Solar, Inc.
(collectively, Complainants) filed a
formal complaint against the California
Independent System Operator
Corporation (CAISO) and Southern
California Edison Company
(collectively, Respondents), alleging that
a pending transfer of certain
transmission assets will have unjust and
unreasonable rate consequences for
generators affected by the transfer.
Complainants request that the
Commission direct CAISO to retain
control over the affected Antelope
Valley 66 kV transmission assets, as
more fully described in this complaint.
The Complainants certify that copies
of the complaint were served on the
contacts for the Respondents as listed
on the Commission’s list of Corporate
Officials.
Any person desiring to intervene or to

The Environmental Protection
Agency (EPA) announces upcoming
public meetings of the Clean Air Act
Advisory Committee (CAAAC). The
EPA established the CAAAC on
November 19, 1990, to provide
independent advice and counsel to EPA
on policy issues associated with
implementation of the Clean Air Act of
1990. The Committee advises on
economic, environmental, technical,
scientific and enforcement policy
issues.
DATES AND ADDRESSES: Pursuant to 5
U.S.C. App. 2 Section 10(a)(2), notice is
hereby given that the CAAAC will hold
its next face-to-face meeting on April 3,
2014, from 8:30 a.m. to 4:00 p.m. at the
