SUMMARY: The Federal Emergency Management Agency (FEMA) is withdrawing 
its proposed rule concerning proposed flood elevation determinations 
for Fayette County, Pennsylvania (All Jurisdictions).

DATES: This withdrawal is effective on December 12, 2013.
