for Trade Adjustment Assistance
Pursuant to Section 251 of the Trade
Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance
from the firms listed below.
Accordingly, EDA has initiated
investigations to determine whether
increased imports into the United States
of articles like or directly competitive
with those produced by each of these
firms contributed importantly to the
total or partial separation of the firm’s
workers, or threat thereof, and to a
decrease in sales or production of each
petitioning firm.

Alternative Site Framework Northwest
Iowa
Pursuant to its authority under the ForeignTrade Zones Act of June 18, 1934, as
amended (19 U.S.C. 81a–81u), the ForeignTrade Zones Board (the Board) adopts the
following Order:
Whereas, the Foreign-Trade Zones Act
provides for ‘‘. . . the establishment
. . . of foreign-trade zones in ports of
entry of the United States, to expedite
and encourage foreign commerce, and
for other purposes,’’ and authorizes the
Foreign-Trade Zones Board to grant to
qualified corporations the privilege of
establishing foreign-trade zones in or
adjacent to U.S. Customs and Border
Protection ports of entry;

Whereas, the Board adopted the
alternative site framework (ASF) (15
CFR 400.2(c)) as an option for the
establishment or reorganization of
zones;
Whereas, the Northwest Iowa
Development Corporation (the Grantee)
has made application to the Board (B–
4–2013, docketed 1/15/2013), requesting
the establishment of a foreign-trade zone
under the ASF with a service area of
Cherokee, Lyon, O’Brien, Osceola,
Plymouth and Sioux Counties, Iowa,
adjacent to the Sioux Falls Customs and
Border Protection port of entry,
proposed Site 1 would be categorized as
a magnet site, and proposed Sites 2 and
3 would be categorized as usage-driven
sites;
Whereas, notice inviting public
comment has been given in the Federal
Register (78 FR 4382–4383, 1/22/2013)
and the application has been processed
pursuant to the FTZ Act and the Board’s
regulations; and,
Whereas, the Board adopts the
