It appears to the Securities and
Exchange Commission that the public
interest and the protection of investors
require a suspension of trading in the
securities of Sovereign Lithium, Inc.
(‘‘Sovereign Lithium’’) because of
concerns regarding the accuracy and
adequacy of information in the
marketplace and potentially
manipulative transactions in Sovereign
Lithium’s common stock. Sovereign
Lithium is a Delaware corporation based
in Denver, Colorado. It is quoted on
OTC Link under the symbol SLCO.
The Commission is of the opinion that
the public interest and the protection of
investors require a suspension of trading
in the securities of the above-listed
company.
Therefore, it is ordered, pursuant to
Section 12(k) of the Securities Exchange

Capital IV, L.P., 45 East Avenue, 6th

Licensee under the Small Business
Investment Act of 1958, as amended
(‘‘the Act’’), in connection with the
financing of a small concern, has sought
an exemption under Section 312 of the
Act and Section 107.730, Financings
which constitute conflicts of interest of
the Small Business Administration
(‘‘SBA’’) Rules and Regulations (13 CFR
107.730). DeltaPoint Capital IV, L.P.
provided financing to BioMaxx, Inc., 1
Fishers Road, Suite 160, Pittsford, NY
14534. The financing was contemplated
for working capital purposes.
The financing is brought within the
purview of § 107.730(a)(1) of the
Regulations because DeltaPoint Capital
IV (New York), L.P., an Associate of
DeltaPoint Capital IV, L.P., owns more
than ten percent of BioMaxx, Inc.
Therefore, this transaction is
considered a financing of an Associate
requiring an exemption. Notice is
hereby given that any interested person
may submit written comments on the
transaction within fifteen days of the
date of this publication to the Associate

The United States Advisory
Commission on Public Diplomacy
appraises U.S. Government activities
intended to understand, inform, and
influence foreign publics. The Advisory
Commission may conduct studies,
inquiries, and meetings, as it deems
necessary. It may assemble and
disseminate information and issue
reports and other publications, subject
to the approval of the Chairperson, in
consultation with the Executive
Director. The Advisory Commission
may undertake foreign travel in pursuit
of its studies and coordinate, sponsor, or
oversee projects, studies, events, or
other activities that it deems desirable
and necessary in fulfilling its functions.
The Commission consists of seven
members appointed by the President, by
and with the advice and consent of the
Senate. The members of the
Commission shall represent the public
interest and shall be selected from a
cross section of educational,
communications, cultural, scientific,
technical, public service, labor,
business, and professional backgrounds.
Not more than four members shall be
from any one political party. The
President designates a member to chair
the Commission.
The current members of the
Commission are: Mr. William Hybl of
Colorado, Chairman; Ambassador
Lyndon Olson of Texas, Vice Chairman;
Mr. Sim Farar of California, Vice
Chairman; Ambassador Penne KorthPeacock of Texas; Ms. Lezlee Westine of
Virginia; and Anne Terman Wedner of
Illinois. One seat on the Commission is
currently vacant.
The following individual has been
nominated to the Commission but
awaits Senate confirmation as of this
writing: Alfredo Balsera of Florida.
This announcement might appear in
the Federal Register less than 15 days
