Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance
from the firms listed below.
Accordingly, EDA has initiated
investigations to determine whether
increased imports into the United States
of articles like or directly competitive
with those produced by each of these
firms contributed importantly to the
total or partial separation of the firm’s
workers, or threat thereof, and to a
decrease in sales or production of each

Extension of Initiation of Investigations
The Petitions
On October 22, 2013, the Department
of Commerce (‘‘Department’’) received
an antidumping duty and countervailing
duty petition filed by Mexichem Fluor,
Inc. (‘‘Petitioner’’) on behalf of the
domestic industry producing 1,1,1,2Tetrafluoroethane.1
Determination of Industry Support for
the Petitions
Sections 702(b)(1) and 732(b)(1) of the
Tariff Act of 1930, as amended (‘‘Act’’),
require that a petition be filed by or on
behalf of the domestic industry.
Sections 702(c)(4)(A) and 732(c)(4)(A) of
the Act provide that the Department’s
industry support determination be
based on whether a minimum
