TITLE: Implementing Public Safety Broadband Provisions of the Middle Class Tax Relief and Job Creation Act of 2012 (PS Docket No. 12–94); Implementing a Nationwide, Broadband, Interoperable Public Safety Network in the 700 MHz Band (PS Docket No. 06–229); Service Rules for the 698–746, 747–762 and 777–792 MHz Bands (WT Docket No. 06–150) SUMMARY: The Commission will consider a Second Report and Order adopting technical rules for the 700 MHz broadband spectrum licensed to the First Responder Network Authority. The meeting site is fully accessible to people using wheelchairs or other mobility aids. Sign language interpreters, open captioning, and assistive listening devices will be provided on site. ACTION: Notice; one altered Privacy Act system of records; one new routine use. AGENCY: Under subsection (e)(4) of the Privacy Act of 1974, as amended (‘‘Privacy Act’’), 5 U.S.C. 552a, the FCC proposes to change the name and alter one system of records, FCC/OMD–3, ‘‘Federal Advisory Committee Act (FACA) Membership Files’’ (formerly FCC/OMD–3, ‘‘Federal Advisory Committee (FACA) Membership Files’’). The FCC will alter the security classification; the system location(s); the categories of individuals; the categories of records; the authority for SUMMARY: PO 00000 Frm 00039 Fmt 4703 Sfmt 4703 maintenance of the system; the purposes for which the information is maintained; three routine uses (and add routine use (7)); the storage, retrievability, safeguards, and retention and disposal procedures; the system manager and address; the notification, record access, and contesting record procedures; the record source categories; and make other edits and revisions as necessary to update the information and to comply with the requirements of the Privacy Act, as amended (5 U.S.C. 552a), and the regulations and requirements of the Office of Management and Budget (OMB) and the National Archives and Records Administration (NARA). DATES: In accordance with subsections (e)(4) and (e)(11) of the Privacy Act, any interested person may submit written comments concerning the alteration of this system of records on or before November 22, 2013. The Office of Information and Regulatory Affairs (OIRA), Office of Management and Budget (OMB), which has oversight responsibility under the Privacy Act to review the system of records, and Congress may submit comments on or before December 2, 2013. The proposed altered system of records will become effective on December 2, 2013 unless the FCC receives comments that require a contrary determination.
