The Department of Commerce will
submit to the Office of Management and
Budget (OMB) for clearance the
following proposal for collection of
information under the provisions of the
Paperwork Reduction Act (44 U.S.C.
Chapter 35).
Agency: Bureau of Economic Analysis
(BEA), Commerce.
Title: Annual Survey of U.S. Direct
Investment Abroad.
OMB Control Number: 0608–0053.
Form Number: BE–11.
Type of Request: Regular submission.
Number of Respondents: 1,900
annually (filing for 18,700 foreign
affiliates).
Average Hours per Response: 91
hours is the average, but may vary
considerably among respondents
because of differences in company size
and complexity.
Estimated Total Annual Burden
Hours: 172,600.
Needs and Uses: The Annual Survey
of U.S. Direct Investment Abroad (Form
BE–11) obtains financial and operating
data covering the operations of U.S.
parents and their foreign affiliates,
including their balance sheets; income
statements; property, plant, and
equipment; employment and employee
compensation; merchandise trade; sales
of goods and services; taxes; and
research and development activity. The
survey is a sample survey that covers all
foreign affiliates above a size-exemption
level and their U.S. parents. The sample
data are used to derive universe
estimates in nonbenchmark years from
similar data reported in the BE–10,
Benchmark Survey of U.S. Direct
Investment Abroad, which is conducted
every five years. The data are needed to
measure the size and economic
significance of direct investment abroad,
measure changes in such investment,
and assess its impact on the U.S. and
foreign economies.
The data from the survey are
primarily intended as general purpose
statistics. They should be readily
available to answer any number of
research and policy questions related to
U.S. direct investment abroad.

for-profit organizations.
Frequency: Annual.

The National Marine Fisheries Service
(NMFS) proposes to collect
demographic, cultural, economic and
social information about Gulf of Mexico
fisheries managed under the GrouperTilefish Individual Fishing Quota (IFQ)
Program. The survey also intends to
inquire about the industry’s
perceptions, attitudes and beliefs about
the performance of the Grouper-Tilefish
IFQ Program. The data gathered will be
used to describe the social and
economic changes brought about by the
Grouper-Tilefish IFQ Program, assess
the economic performance of the
industry under the Grouper-Tilefish IFQ
Program, and evaluate the
socioeconomic impacts of future federal
regulatory actions. In addition, the
information will be used to strengthen

and improve fishery management
decision-making, satisfy legal mandates
under Executive Order 12866, the
Magnuson-Stevens Fishery
Conservation and Management Act

Policy Act, and other pertinent statues.

On May 30, 2013, the County of
Monroe, New York, grantee of FTZ 141,
submitted a notification of proposed
production activity to the Foreign-Trade
Zones (FTZ) Board on behalf of John D.
Brush & Co., dba Sentry Group, within
Subzone 141F, in Pittsford and East
Rochester, New York.
The notification was processed in
accordance with the regulations of the
FTZ Board (15 CFR part 400), including
notice in the Federal Register inviting
public comment (78 FR 34335, 6–7–
2013). The FTZ Board has determined
that no further review of the activity is
warranted at this time. The production
activity described in the notification is
authorized, subject to the FTZ Act and
the Board’s regulations, including
Section 400.14.
