U.S.C. 824e, 825c, and 825h and Rule

(2013), Northern Indiana Public Service
Company (Complainant) filed a formal
complaint against Midcontinent
Independent System Operator, Inc.
(MISO) and PJM Interconnection, L.L.C.
(PJM) (collectively, Respondents),
requesting that the Commission direct
the Respondents to make modifications
to the transmission planning provisions
of Section 9 of the MISO–PJM Joint
Operating Agreement.
