AGENCY:
The Federal Communications
Commission (FCC), as part of its
continuing effort to reduce paperwork
burdens, invites the general public and
other Federal agencies to take this
opportunity to comment on the
following information collection, as
required by the Paperwork Reduction
Act (PRA) of 1995. Comments are
requested concerning whether the
proposed collection of information is
necessary for the proper performance of
the functions of the Commission,
including whether the information shall
have practical utility; the accuracy of
the Commission’s burden estimate;
ways to enhance the quality, utility, and
clarity of the information collected;
ways to minimize the burden of the
collection of information on the
respondents, including the use of
automated collection techniques or
other forms of information technology;
and ways to further reduce the
information collection burden on small
business concerns with fewer than 25
employees.
The FCC may not conduct or sponsor
a collection of information unless it
displays a currently valid control
number. No person shall be subject to
any penalty for failing to comply with
a collection of information subject to the
PRA that does not display a valid Office
of Management and Budget (OMB)
control number.
DATES: Written PRA comments should
be submitted on or before November 5,
2013. If you anticipate that you will be
submitting comments, but find it
difficult to do so within the period of
time allowed by this notice, you should

used in applying for renewal of license
for commercial or noncommercial AM,
FM, TV, FM translator, TV translator,
Class A TV, or Low Power TV, and Low
Power FM broadcast station licenses.
Licensees of broadcast stations must
apply for renewal of their licenses every
eight years.
This collection also includes the third
party disclosure requirement of 47 CFR
Section 73.3580. This rule requires local
public notice of the filing of the renewal
application. For AM, FM, Class A TV
and TV stations, these announcements
are made on-the-air. For FM/TV
Translators and AM/FM/TV stations
that are silent, the local public notice is

newspaper of general circulation in the

Section 73.3555 states that in order to
overcome the negative presumption set
forth in 47 CFR Section 73.3555(d)(4)
with respect to the combination of a
major newspaper and television station,
the applicant must show by clear and
convincing evidence that the co-owned
major newspaper and station will
increase the diversity of independent
news outlets and increase competition
among independent news sources in the
market, and the factors set forth in 47
CFR Section 73.3555(d)(5) will inform
this decision. (OMB approval was
previously received for the information
collection requirements contained in
this rule section (waiver showings/
filings)).
