Changes in the Estimates: The
increase in burden from the most
recently approved ICR is due to a
mathematical correction in labor hours
and to an increase in labor costs. This
ICR uses rounded estimates of perrespondent technical hours to calculate
both industry and agency burden. In
addition, this ICR uses updated labor
rates from the Bureau of Labor Statistics
to calculate burden costs.

Agency has submitted an information
collection request (ICR), ‘‘NESHAP for
the Manufacture of Amino/Phenolic
Resins (40 CFR Part 63, Subpart OOO)
(Renewal)’’ (EPA ICR No. 1869.07, OMB
Control No. 2060–0434), to the Office of
Management and Budget (OMB) for
review and approval in accordance with
the Paperwork Reduction Act (44 U.S.C.
3501 et seq.) This is a proposed
extension of the ICR, which is currently
approved through October 31, 2013.
Public comments were previously
requested via the Federal Register (78
FR 33409) on June 4, 2013 during a 60day comment period. This notice allows
for an additional 30 days for public
comments. A fuller description of the
ICR is given below, including its
estimated burden and cost to the public.
An Agency may not conduct or sponsor
and a person is not required to respond
to a collection of information unless it
displays a currently valid OMB control
number.

Abstract: The NESHAP for the
Manufacture of Amino/Phenolic Resins
were proposed on December 14, 1998,
and promulgated on January 20, 2000.
The affected entities are subject to the
General Provisions of the NESHAP at 40
CFR part 63, subpart A, and any
changes, or additions to the Provisions
specified at 40 CFR part 63, subpart
OOO. Owners or operators of the
affected facilities must submit a onetime only report of any physical or
operational changes, initial performance
tests, and periodic reports and results.
Owners or operators are also required
to maintain records of the occurrence
and duration of any startup, shutdown,
or malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. Reports are required
semiannually at a minimum.

overall decrease in burden and cost for
both the respondent and Agency. This is
not due to any program changes. The
burden decreased since the last ICR
renewal due to a revision in the number
of respondents. Based on recent
industry data and Agency estimates, we
have revised the number of affected
sources from 40 to 37. This revision also
resulted in a corresponding decrease in
the total O&M costs.
In addition, this ICR corrects the
Agency burden associated with the
review of repeat performance tests. This
ICR assumes that only 5 percent of
respondents will conduct these tests.
