The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A concrete lined intake channel with a trash rack system; (2) a 166.5-foot-long, 165.2-foot-wide powerhouse containing two generating units with a total capacity of 22 megawatts; (3) a 250-foot-long, 165-footwide tailrace; (4) a 13.8/115 kilo-Volt (kV) substation; and (5) a 5.5-mile-long, 69kV transmission line. The proposed project would have an average annual generation of 145,850 megawatt-hours, and operate as directed by the Corps.
