SUMMARY: The Coast Guard will enforce a Safety Zone for the Boomsday 
Festival Fireworks on the Tennessee River 646.0-649.0 from 9:30 p.m. 
until 10:30 p.m. on September 1, 2013. This action is necessary to 
safeguard participants and spectators, including all crews, vessels, 
and persons on navigable waters, during the Boomsday Festival 
Fireworks. During the enforcement period, entry into, transiting or
