I. Executive Summary
In this final rule, the Pipeline and
Hazardous Materials Safety
Administration (PHMSA) is amending
the Hazardous Materials Regulations
(HMR) applicable to the transportation
of air bag inflators, air bag modules, and
seat-belt pretensioners in § 173.166.
This rulemaking is responsive to one
petition for rulemaking submitted by an
industry representative: P–1523, asking
that PHMSA remove unnecessary
burdens on the industry that do not
advance safety. Further, this final rule is
incorporating into the HMR the
provisions of two widely used and
longstanding special permits with
established safety records (DOT–SP
12332 and DOT–SP 13996). These
revisions are intended to reduce the
regulatory burden on the automotive
industry and facilitate commerce, while
continuing to maintain an equivalent
level of safety.
