Comments regarding (a) whether the collection of information is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility; (b) the accuracy of the agency’s estimate of burden including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility and clarity of the information to be collected; (d) ways to minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology. Need and Use of the Information: FSA will collect the name, address, phone number, farm location, race, ethnicity and gender from the Minority Farm Register permission form, AD–2035. FSA manage the register and the Office of Outreach releases names, addresses and phone numbers of individuals to approved outreach organizations requesting lists of individuals with particular racial and ethnic characteristics with their authorizations. Summary of Collection: The Food and Nutrition Service (FNS) has developed Education and Administrative reporting System (EARS) for the nutrition education (SNAP–ED) component of the Supplemental Nutrition Assistance Program (SNAP), which is provided for in section 11(f) of the Food and Nutrition Act of 2008 (7 U.S.C. 2020(f)(3)(B)(ii)). EARS will provide uniform data and information about the nutrition education activities of all participating States across the country.
