The BIA requests your comments on
this collection concerning: (a) The
necessity of this information collection
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility; (b) The accuracy of the
agency’s estimate of the burden (hours
and cost) of the collection of
information, including the validity of
the methodology and assumptions used;
(c) Ways we could enhance the quality,
utility, and clarity of the information to
be collected; and (d) Ways we could
minimize the burden of the collection of

Title: Documented Petitions for
Federal Acknowledgment as an Indian
Tribe, 25 CFR 83.
Brief Description of Collection:
Submission of this information allows
Office of Federal Acknowledgment
(OFA) to review applications for the
Federal acknowledgment of a group as
an Indian tribe. The acknowledgment
regulations at 25 CFR part 83 contain
seven criteria that unrecognized groups
seeking Federal acknowledgment as
Indian tribes must demonstrate that they
meet. Information collect from
petitioning groups under these
regulations provide anthropological,
genealogical and historical data used by
the Assistant Secretary—Indian Affairs
to establish whether a petitioning group
has the characteristics necessary to be
acknowledged as having a governmentto-government relationship with the
United States. Respondents are not
required to retain copies of the
information submitted to OFA but will
probably maintain copies for their own
use; therefore, there is no recordkeeping
requirement included in this

information collection. A response is
required to obtain a benefit.

ACTION: Notice of Decision Approving
Lands for Conveyance.
AGENCY:
As required by 43 CFR
2650.7(d), notice is hereby given that an
appealable decision will be issued by
the Bureau of Land Management (BLM)
to The Kuskokwim Corporation. The
decision approves the surface estate in
the lands described below for
conveyance pursuant to the Alaska
Native Claims Settlement Act (43 U.S.C.
1601, et seq.). The subsurface estate in
these lands will be conveyed to Calista
Corporation when the surface estate is
conveyed to The Kuskokwim
Corporation. The lands are in the
vicinity of Napaimute, Alaska, and are
located in:

Any party claiming a property
interest in the lands affected by the
decision may appeal the decision in
accordance with the requirements of 43
CFR part 4 within the following time
limits:
1. Unknown parties, parties unable to
be located after reasonable efforts have
been expended to locate, parties who
fail or refuse to sign their return receipt,
and parties who receive a copy of the
decision by regular mail which is not
certified, return receipt requested, shall
have until August 15, 2013 to file an
appeal.
2. Parties receiving service of the
decision by certified mail shall have 30
days from the date of receipt to file an
appeal.
Parties who do not file an appeal in
accordance with the requirements of 43
CFR part 4 shall be deemed to have
waived their rights. Notices of appeal
transmitted by electronic means, such as
facsimile or email, will not be accepted
as timely filed.
