Necessity of the Information: Reliability Standard EOP–004–2 satisfies certain prior directives of the Commission, including a requirement to provide further guidance and specificity about reportable incidents of sabotage. The revised Reliability Standard requires reporting of specified system disturbances and potential events of sabotage in a timely manner, thereby allowing NERC as the Electric Reliability Organization, governmental authorities and relevant electric industry entities the opportunity to react. The revised standard accordingly enhances reliability in real-time through the opportunity to mitigate the impact of a disturbance, and in the future through investigation, analysis, and dissemination of lessons learned. 30.
