have concluded this action is one of a
category of actions that do not
individually or cumulatively have a
significant effect on the human
environment. This rule involves
establishing a one mile temporary safety
zone to provide safety for persons and
property nearby fireworks that are being
launched on the Tennessee River at mile
marker 626.0 scheduled to take place
during the evening of July 5, 2013. This
rule will be in effect for 30 minutes from
9:00 p.m. to 9:30 p.m. This rule is
categorically excluded, under figure 2–
1, paragraph (34)(g), of the Instruction.

preamble, the U. S. Coast Guard amends
33 CFR part 165 as follows:

(a) Location. The following area is a
safety zone: all waters of the Tennessee
River, beginning at mile marker 625.5
and ending at mile marker 626.5.
(b) Effective date. This rule is effective
from 9 p.m. to 9:30 p.m. on July 5, 2013.
(c) Regulations. (1) In accordance with
the general regulations in § 165.23 of
this part, entry into this zone is
prohibited unless authorized by the
Captain of the Port Ohio Valley or a
designated representative.
(2) Persons or vessels requiring entry
into or passage through the safety zone
must request permission from the
Captain of the Port Ohio Valley or a
designated representative. U. S. Coast
Guard Sector Ohio Valley may be
contacted on VHF Channel 13 or 16, or
at 1–800–253–7465.
(3) All persons and vessels shall
comply with the instructions of the

Captain of the Port Ohio Valley and
designated U.S. Coast Guard patrol
personnel. On-scene U.S. Coast Guard
patrol personnel include commissioned,
warrant, and petty officers of the U.S.
Coast Guard.
(d) Informational broadcasts: The
Captain of the Port Ohio Valley or a
designated representative will inform
the public through broadcast notice to
mariners when the safety zone has been
established and if there are changes to
the enforcement period for this safety
zone.

ACTION:
The Coast Guard will enforce
the annual Seafair Blue Angels Air
Show safety zone on Lake Washington,
Seattle, WA from 9 a.m. on August 2,
2013, to 4 p.m. on August 4, 2013. This
safety zone is being enforced for the
Patriots Jet Team, which will be flying
in place of the Blue Angels this year. All
of the parameters of the zone as outlined
are in effect. This action is necessary to
ensure the safety of the public from
inherent dangers associated with these
annual aerial displays. During the
enforcement period, no person or vessel
may enter or transit this safety zone
unless authorized by the Captain of the
Port or Designated Representative.
DATES: The regulations in 33 CFR
165.1319 will be effective from 8 a.m.
on August 2, 2013, through 11:59 p.m.
on August 4, 2013.

designated as a safety zone: All waters

enclosed by the following points: Near
the termination of Roanoke Way
47°35′44″ N, 122°14′47″ W; thence to
47°35′48″ N, 122°15′45″ W; thence to
47°36′02.1″ N, 122°15′50.2″ W; thence to
47°35′56.6″ N, 122°16′29.2″ W; thence to
47°35′42″ N, 122°16′24″ W; thence to
the east side of the entrance to the west
high-rise of the Interstate 90 bridge;
thence westerly along the south side of
the bridge to the shoreline on the
western terminus of the bridge; thence
southerly along the shoreline to
Andrews Bay at 47°33′06″ N, 122°15′32″
W; thence northeast along the shoreline
of Bailey Peninsula to its northeast
point at 47°33′44″ N, 122°15′04″ W;
thence easterly along the east-west line
drawn tangent to Bailey Peninsula;
thence northerly along the shore of
Mercer Island to the point of origin.

In accordance with the general
regulations in 33 CFR Part 165, Subpart
C, no person or vessel may enter or
remain in the zone except for support
vessels and support personnel, vessels
registered with the event organizer, or
other vessels authorized by the Captain
of the Port or Designated
Representatives. Vessels and persons
granted authorization to enter the safety
zone shall obey all lawful orders or
directions made by the Captain of the
Port or Designated Representative.
The Captain of the Port may be
assisted by other federal, state and local
law enforcement agencies in enforcing
this regulation.
This notice is issued under authority
of 33 CFR 165.1319 and 5 U.S.C. 552 (a).
If the COTP determines that the safety
zone need not be enforced for the full
duration stated in this notice, he may
use a Broadcast Notice to Mariners to
grant general permission to enter the
regulated area.
