States are encouraged to develop flexible, medically accurate and effective abstinence-based plans responsive to their specific needs and inclusive of vulnerable populations. These plans must provide abstinence education, and at the option of the State, where appropriate, mentoring, counseling, and adult supervision to promote abstinence from sexual activity, with a focus on those groups which are most likely to bear children out-ofwedlock. An expected outcome for all programs is to promote abstinence from sexual activity. Proposed Projects

    Title: State Personal Responsibility Education Program (PREP).
    OMB No.: 0970-0380.
    Description: The Patient Protection and Affordable Care Act, 2010, 
also known as health care reform, amends Title V of the Social Security 
Act (42 U.S.C. 701 et seq.) as amended by sections 2951 and 2952 (c), 
by adding section 513, authorizing the Personal Responsibility 
Education Program (PREP). The President signed into law the Patient 
Protection and Affordable Care Act on March 23, 2010, Public Law 111-
148, which adds the new PREP formula grant program. The purpose of this 
program is to educate adolescents on both abstinence and contraception
