On June 18, 2013, the Department of
Justice lodged a proposed consent
decree with the United States District
Court for the Southern District of
Illinois in the lawsuit entitled United
States v. New River Royalty, LLC, Civil
Action No. 3:13–cv–00584–JPG–SCW.
The United States filed this lawsuit
under the Clean Water Act. The United
States’ complaint seeks injunctive relief
and civil penalties for discharges of
pollutants, in violation of Section 301 of
the Clean Water Act, at property located
approximately five miles east of
Johnston City in Williamson County,
Illinois. The consent decree requires the
defendant to perform injunctive relief
and pay an $820,000 penalty. The
consent decree further requires the
defendant to perform offsite mitigation
of the harm caused by the violations.
The publication of the notice opens a
period for public comment on the
consent decree. Comments should be
addressed to the Assistant Attorney
General, Environment and Natural
Resources Division, and should refer to

the National Council on the Humanities
will meet for the following purposes: to
advise the Acting Chairman of the
National Endowment for the Humanities
(NEH) with respect to policies, programs
and procedures for carrying out her
functions; to review applications for
financial assistance under the National
Foundation on the Arts and Humanities
Act of 1965 (20 U.S.C. 951–960, as
amended) and make recommendations
thereon to the Acting Chairman; and to
consider gifts offered to NEH and make
recommendations thereon to the Acting
Chairman.
