Description of Application: Alabama Power Company requests Commission approval to permit The Village, LLC (permittee) to construct certain non-project uses of project lands and waters associated with a residential development at Lake Martin. The proposal would allow the permittee to construct a vehicular bridge, 776 feet of seawall around the island, and three multi-slip boat docks to accommodate 42 watercraft. Approximately 290 feet of riprap and 158 feet of natural swimming beach currently exist along the island’s shoreline, and would not be affected by the proposal. To mitigate for the construction of the seawall and bridge abutments, the permittee would be required to develop an additional mitigation plan and install 20 shallowwater fish spawning structures in consultation with the Alabama Department of Conservation and Natural Resources. The vehicular bridge would allow the permittee to construct portions of a residential development on the island, which is owned by the permittee and located outside of the project boundary. The proposed boat docks would serve residents of the development whose lots are located on the island as well as off-water lots. l.
