EL13–60–000; QF13–402–001] Otter Creek Solar LLC; Notice of Petition for Enforcement Take notice that on May 1, 2013, Otter Creek Solar LLC (Otter Creek) filed a Petition for Enforcement, pursuant to section 210(h)(2)(B) of the Public Utility Regulatory Policies Act of 1978 (PURPA), requesting the Federal Energy Regulatory Commission (Commission) to initiate enforcement action against the Vermont Public Service Board (VPSB) to remedy the issuance of a series of orders by the VPSB implementing a feed-in tariff program, called the Substainably Priced Energy Enterprise Development or SPEED Program. Otter Creek argues that the SPEED Program is contrary to the requirements of PURPA and the Commission’s regulations and in violation of the Federal Power Act.
