Federal Register / Vol. 78, No. 88 / Tuesday, May 7, 2013 / Notices
the burden hours to the public is about
$100,570.
This request for the approval of an
estimated 45,008 (41,300 NEISS and
3,708 other) burden hours per year is a
decrease of 4,697 hours since this
collection of information was last
approved by OMB in 2009. This
decrease is due, in part, to the increased
proportion of investigations being
conducted by phone rather than on-site.
In addition, to avoid duplication, this
information collection request excludes
the burden now associated with other
publicly available Consumer Product
Safety Information Databases, such as
Internet complaints, Hotline, and the
Medical Examiner and Coroners Alert
Project reports. These information
collections have been approved by OMB
and are now collected under OMB
Control No. 3041–0146.
The annual cost to the government of
the information collection is estimated
to be $3.3 million a year. This estimate
includes approximately $1.7 million in
contract costs to NEISS respondents
(based on FY 2012 data). This estimate
also includes $1.6 million for
approximately 160 Commission staff
months each year. The estimate of staff
months includes the time required to
oversee NEISS operations (e.g.,
administration, training, quality
control); conduct face-to-face and
telephone interviews; and evaluate
responses. Each month of professional
staff time costs the Commission about
$10,175. This is based on a GS–12 midlevel salaried employee. The average
yearly wage rate for a mid-level salaried
GS–12 employee in the Washington, DC
metropolitan area (effective as of
January 2011) is $84,855 (GS–12, step
5). This represents 69.5 percent of total
compensation (U.S. Bureau of Labor
Statistics, ‘‘Employer Costs for
Employee Compensation,’’ December
2012, Table 1, percentage of wages and
salaries for all civilian management,
professional, and related employees:
https://www.bls.gov/ncs/). Adding an
additional 30.5 percent for benefits
brings average yearly compensation for
a mid-level salaried GS–12 employee to
$122,094.
