k. Description of Project: The
proposed Walker Lake Hydroelectric
Project would consist of: (1) Two
rockfilled 15-foot-wide dams, making
usable capacity of Walker Lake to be
4,300 acre-feet at a nomal maximum
operating elevation of 1,195 feet mean
sea level; (2) a concrete spillway and
diversion channel for controlled
releases to Walker Creek; (3) a
freestanding concrete intake and
reservoir outlet works at elevation 1,170
feet mean sea level diverting flow from
the southeast dam into the penstock; (4)
a 24-inch-diameter, 12,000-foot-long
penstock, of which approximately
10,000 feet will be buried and 2,000 feet
will be aboveground; (5) a powerhouse
containing one generating unit rated at
1 megawatt at 780 feet of net head; (6)
a 50-foot-long tailrace connecting the
powerhouse with the Little Salmon
River; (7) an underground, 4-mile-long,
12.5 kilovolt (kV) transmission line
extending from the project to a point of
interconnection with Inside Passage
Electric Cooperative’s power grid; and
(4) appurtenant facilities.
When a Declaration of Intention is
filed with the Federal Energy Regulatory
Commission, the Federal Power Act
requires the Commission to investigate
and determine if the interests of
interstate or foreign commerce would be
affected by the project. The Commission
also determines whether or not the
project: (1) Would be located on a
navigable waterway; (2) would occupy
or affect public lands or reservations of
the United States; (3) would utilize
surplus water or water power from a
government dam; or (4) if applicable,
has involved or would involve any
construction subsequent to 1935 that
may have increased or would increase
the project’s head or generating
capacity, or have otherwise significantly
modified the project’s pre-1935 design
or operation.
