SUPPLEMENTARY INFORMATION: The
Commission was reestablished pursuant
to Public Law 87–126 as amended by
Public Law 105–280. The purpose of the
Commission is to consult with the
Secretary of the Interior, or his designee,
with respect to matters relating to the
development of Cape Cod National
Seashore, and with respect to carrying
out the provisions of sections 4 and 5
of the Act establishing the Seashore.
The meeting is open to the public. It
is expected that 15 persons will be able
to attend the meeting in addition to
Commission members. Interested
persons may make oral/written
presentations to the Commission during
the business meeting or file written
statements. Such requests should be
made to the park superintendent prior
to the meeting. Before including your
address, phone number, email address,
or other personal identifying
information in your comment, you
should be aware that your entire
comment—including your personal

ACTION: Notice of public meeting.
AGENCY:
The Colorado River Basin
Salinity Control Advisory Council
(Council) was established by the
Colorado River Basin Salinity Control
Act of 1974 (Public Law 93–320) (Act)
to receive reports and advise Federal
agencies on implementing the Act. In
accordance with the Federal Advisory
Committee Act, the Bureau of
Reclamation announces that the Council
will meet as detailed below. The
meeting of the Council is open to the
public.
DATES: The Council will convene the
meeting on Thursday, May 16, 2013, at
1:00 p.m. and recess at approximately
5:00 p.m. The Council will reconvene
the meeting on Friday, May 17, 2013, at
8:30 a.m. and adjourn the meeting at
approximately 11:30 a.m.
ADDRESSES: The meeting will be held at
the Courtyard by Marriott, 765 Horizon
Drive, Grand Junction, Colorado 81506.

DEPARTMENT OF JUSTICE
Notice of Lodging of Proposed
Consent Decree Under the
Comprehensive Environmental
Response, Compensation and Liability
Act
On April 16, 2013, the Department of
Justice lodged a proposed consent
decree with the United States District
Court for the District of New Jersey in
the lawsuit entitled United States v.
D.S.C. of Newark Enterprises, Inc., Civil
Action No. 3:09–CV–02270.
This consent decree resolves the
CERCLA Section 107 complaint filed
against D.S.C. of Newark Enterprises,
Inc. (‘‘D.S.C.’’), at the Friction Division
Products Superfund Site in Lawrence
Township, Mercer County, New Jersey.
The United States incurred response
costs relating to hazardous substances,
including asbestos, which were released
at the Site during defendant D.S.C.’s
ownership of the Site. The consent
decree provides for D.C.S. to pay the
United States $1,562,500 for Past
Response Costs incurred at the Site,
plus interest that accrues on this
amount since January 15, 2013. The
payment by D.S.C. will recover
approximately 92% of EPA’s Past
Response Costs at the Site.
