On February 19, 2013, Hamilton
Street Hydro, LLC, filed an application

for a preliminary permit, pursuant to
section 4(f) of the Federal Power Act
(FPA), proposing to study the feasibility
of hydropower at the existing Hamilton
Street Dam located on the Lehigh River
in Lehigh County, Pennsylvania. The
sole purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary
permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed Hamilton Street Dam
Hydroelectric Project would consist of
the following: (1) An existing 14-foothigh concrete gravity dam with a 480foot-long spillway; (2) an existing
impoundment having a surface area of
50 acres and a storage capacity of 371
acre-feet at an elevation of 240 feet
mean sea level (msl); (3) a new 60-footlong by 30-foot-wide by 30-foot-high
powerhouse with two turbine-generator
units having a combined capacity of
2,028 kilowatts and two identical 20foot-wide, 10-foot-high, 5-foot-long
direct intakes; (4) a 500-foot-long
section of the existing canal to direct
flows to the intakes; (5) a new 40-footwide, 100-foot-long tailrace; (6) a new
1,500-foot-long, 4,160-kilovolt
transmission line extending from the
powerhouse to an existing substation;
and (7) appurtenant facilities. The
proposed project would have an annual
generation of 9.635 gigawatt-hours.

There will be a 4-day meeting
of the Federal Insecticide, Fungicide,
and Rodenticide Act Scientific Advisory
Panel (FIFRA SAP) to consider and
review Weight-of-Evidence: Evaluating
Results of EDSP Tier 1 Screening.
DATES: The meeting will be held July 30,
2013–August 2, 2013, from
approximately 8:30 a.m. to 5 p.m.
Comments. The Agency encourages
that written comments be submitted by
July 16, 2013, and requests for oral
comments be submitted by July 23,
2013. However, written comments and
requests to make oral comments may be
submitted until the date of the meeting,
but anyone submitting written
comments after July 16, 2013, should
contact the Designated Federal Official
