102–3.150. The MHCC was established
by the National Manufactured Housing
Construction and Safety Standards Act
of 1974 (42 U.S.C. 5401 et seq.) as
amended by the Manufactured Housing
Improvement Act of 2000 (Pub. L. 106–
569). According to 42 U.S.C. 5403, as
amended, the purposes of the MHCC are
to:
• Provide periodic recommendations
to the Secretary to adopt, revise, and
interpret the Federal manufactured
housing construction and safety
standards;
• Provide periodic recommendations
to the Secretary to adopt, revise, and
interpret the procedural and
enforcement regulations, including
regulations specifying the permissible
scope and conduct of monitoring; and
• Be organized and carry out its
business in a manner that guarantees a
fair opportunity for the expression and
consideration of various positions and
for public participation.
The MHCC is deemed an advisory
committee not composed of Federal
employees.
Public Comment: Citizens wishing to
make oral comments on the business of
the MHCC Structural and Design
Subcommittee are encouraged to register
by or before April 17, 2013, by

We, the U.S. Fish and
Wildlife Service (Service), announce the
availability of our final Comprehensive
Conservation Plan (CCP) and finding of
no significant impact (FONSI) for the
Don Edwards San Francisco Bay
National Wildlife Refuge (Refuge). In the
CCP, we describe how we will manage
the Refuge for the next 15 years.
DATES: The CCP and FONSI are
available now. The FONSI was signed
on October 10, 2012. Implementation of
the CCP may begin immediately.

Background
Don Edwards San Francisco Bay
National Wildlife Refuge was
established in 1972 pursuant to the Act
Authorizing the Transfer of Certain Real
Property for Wildlife, or other purposes
(16 U.S.C. 667b), Endangered Species
Act of 1973 (16 U.S.C. 1531 et seq.), and
the Fish and Wildlife Act of 1956 (16
U.S.C. 742f(b)(1)). The roughly 30,000acre Don Edwards San Francisco Bay
National Wildlife Refuge, located in the
Alameda, Santa Clara, and San Mateo
Counties of California, consists of
several noncontiguous parcels divided
into four management units that
surround the southern edge of the San
Francisco Bay. The Refuge was
established to preserve and enhance
wildlife habitat, protect migratory birds,
and protect threatened and endangered
species. The Refuge also provides
opportunities for wildlife-dependent
recreation and environmental
education.
We announce our decision and the
availability of the FONSI for the final
CCP for Don Edwards San Francisco Bay
in accordance with National
Environmental Policy Act (NEPA) (40
CFR 1506.6(b)) requirements. We
completed a thorough analysis of
impacts on the human environment,
which we included in the
environmental assessment (EA) that
accompanied the draft CCP.
The National Wildlife Refuge System
Administration Act of 1966 (16 U.S.C.
668dd-668ee) (Administration Act), as
amended by the National Wildlife
Refuge System Improvement Act of
1997, requires us to develop a CCP for
each national wildlife refuge. The
purpose for developing a CCP is to
provide refuge managers with a 15-year
plan for achieving refuge purposes and
contributing toward the mission of the
National Wildlife Refuge System,
consistent with sound principles of fish
and wildlife management, conservation,
legal mandates, and our policies. In
addition to outlining broad management
direction on conserving wildlife and
their habitats, CCPs identify wildlifedependent recreational opportunities
available to the public, including
opportunities for hunting, fishing,
wildlife observation and photography,
and environmental education and
