This document announces an extension of the public comment period for submitting comments on the interim TSD or any other aspect of the rulemaking for HID lamps. The comment period is extended to May 17, 2013. DATES: The comment period for the proposed rule published February 28, 2013, at 78 FR 13566, is extended. DOE will accept comments, data, and information regarding this rulemaking received no later than May 17, 2013. SUPPLEMENTARY INFORMATION: On February 28, 2013, the U.S. Department of Energy (DOE) published a notice of public meeting and availability of the interim analysis in the Federal Register (78 FR 13566) to make available and invite comments on the interim analysis for high-intensity discharge lamps energy conservation standards. The notice provided for the submission of comments by April 19, 2013, and comments will also be accepted at a public meeting to be held on April 2, 2013. The Appliance Standards Awareness Project (ASAP) and the National Electrical Manufacturers Association (NEMA) jointly requested a four-week extension of the comment period. ASAP and NEMA stated the additional time was needed for interested parties to consider and respond to the interim technical support document and public meeting PO 00000 Frm 00008 Fmt 4702 Sfmt 4702 20503 presentation, and prepare and submit comments accordingly. DOE has determined that an extension of the public comment period is appropriate based on the foregoing reason and is hereby extending the comment period. Turboprop Engines Federal Aviation Administration (FAA), DOT. ACTION: Notice of proposed rulemaking (NPRM). AGENCY: We propose to adopt a new airworthiness directive (AD) for certain Pratt & Whitney Canada Corp. (P&WC) PW118A, PW118B, PW119B, PW119C, PW123, PW123B, PW123C, PW123D, PW123E, PW123AF, PW124B, PW125B, PW126A, PW127, PW127E, PW127F, PW127G, and PW127M turboprop engines. This proposed AD was prompted by reports of fractures of the 1st stage power turbine (PT) blade. This proposed AD would require inspection of the 1st stage PT blades and the removal from service of those blades that fail the inspection or their replacement with blades eligible for installation. We are proposing this AD to prevent fracture of the 1st stage PT blade, possible engine fire, and damage to the airplane. DATES: We must receive comments on this proposed AD by June 4, 2013. SUMMARY: On February 28, 2013, the U.S. Department of Energy (DOE) 
published a notice of public meeting and availability of the interim 
technical support document (TSD) for high-intensity discharge (HID) 
lamps energy conservation standards in the Federal Register. This 
document announces an extension of the public comment period for 
submitting comments on the interim TSD or any other aspect of the 
rulemaking for HID lamps. The comment period is extended to May 17, 
2013.

DATES: The comment period for the proposed rule published February 28, 
2013, at 78 FR 13566, is extended. DOE will accept comments, data, and 
information regarding this rulemaking received no later than May 17, 
2013.
