The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) Part 71 by establishing Class E
en route domestic airspace extending
upward from 1,200 feet above the
surface at the Blue Mesa VOR/DME,
Blue Mesa, CO. This action would
contain aircraft while in IFR conditions
under control of Denver and
Albuquerque ARTCCs by vectoring
aircraft from en route airspace to
terminal areas.
Class E airspace designations are
published in paragraph 6006, of FAA
Order 7400.9W, dated August 8, 2012,
and effective September 15, 2012, which
is incorporated by reference in 14 CFR
71.1. The Class E airspace designation
listed in this document will be
published subsequently in this Order.
The FAA has determined this
proposed regulation only involves an
established body of technical
regulations for which frequent and
routine amendments are necessary to
keep them operationally current.
Therefore, this proposed regulation; (1)
Is not a ‘‘significant regulatory action’’
under Executive Order 12866; (2) is not
a ‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
regulatory evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that will only affect air
traffic procedures and air navigation, it
is certified this proposed rule, when
promulgated, would not have a
significant economic impact on a

under the criteria of the Regulatory
Flexibility Act.
The FAA’s authority to issue rules
regarding aviation safety is found in
Title 49 of the U.S. Code. Subtitle 1,
Section 106, describes the authority for
the FAA Administrator. Subtitle VII,
Aviation Programs, describes in more
detail the scope of the agency’s
authority. This rulemaking is
promulgated under the authority
described in Subtitle VII, Part A,
Subpart I, Section 40103. Under that
section, the FAA is charged with
prescribing regulations to assign the use
of the airspace necessary to ensure the
safety of aircraft and the efficient use of
airspace. This regulation is within the
scope of that authority as it would
establish controlled airspace at the Blue
Mesa VOR/DME, Blue Mesa, CO.
This proposal will be subject to an
environmental analysis in accordance
with FAA Order 1050.1E,
‘‘Environmental Impacts: Policies and
Procedures’’ prior to any FAA final
regulatory action.

controlled airspace extending upward
from 1,200 feet above the surface would
be established at the airport to
accommodate RNAV (GPS) standard
instrument approach procedures. This
action would enhance the safety and
management of aircraft operations at the
airport.
Class E airspace designations are

AGENCY:
SUMMARY: This action proposes to
modify the legal description of VHF
Omnidirectional Range (VOR) Federal
airway V–345 in the vicinity of
Ashland, WI. The Ashland (ASX) VOR
Distance Measuring Equipment (VOR/
DME) navigation aid, which forms the
northern most point of the airway, has
been out of service for over ten months,
with a Notice to Airmen (NOTAM)
published, and is scheduled to be
decommissioned in 2013. The FAA is
proposing this action to remove that
portion of V–345 affected by the loss of
service by the Ashland, WI, VOR/DME.

The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) part 71 to modify the
description of VOR Federal airway V–
345 in the vicinity of Ashland, WI. This
action is necessary because the Ashland,
WI, VOR/DME, which serves as the
northern endpoint of the airway, has
been out of service for over ten months
and is scheduled to be decommissioned
in 2013. The proposed change would
end the airway at the Haywood, WI,
VOR/DME by removing the airway
segment between the Haywood, WI,
VOR/DME and the Ashland, WI, VOR/
DME navigation aids.

Rulemaking Distribution System, which describes the application
procedure.
The Proposal
The FAA is proposing an amendment to Title 14 Code of Federal
Regulations (14 CFR) Part 71 by modifying Class E airspace extending
upward from 700 feet above the surface within a 6.5-mile radius of
Greenlee County Airport, Clifton/Morenci, AZ. Additional controlled
airspace extending upward from 1,200 feet above the surface would be
established at the airport to accommodate RNAV (GPS) standard
instrument approach procedures. This action would enhance the safety
and management of aircraft operations at the airport.
Class E airspace designations are published in paragraph 6005, of
FAA Order 7400.9W, dated August 8, 2012, and effective September 15,
2012, which is incorporated by reference in 14 CFR 71.1. The Class E
airspace designation listed in this document will be published
subsequently in this Order.
The FAA has determined this proposed regulation only involves an
established body of technical regulations for which frequent and
routine amendments are necessary to keep them operationally current.
Therefore, this proposed regulation; (1) Is not a ``significant
regulatory action'' under Executive Order 12866; (2) is not a
``significant rule'' under DOT Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3) does not warrant preparation of a
regulatory evaluation as the anticipated impact is so minimal. Since
this is a routine matter that will only affect air traffic procedures
and air navigation, it is certified this proposed rule, when
promulgated, would not have a significant economic impact on a
substantial number of small entities under the criteria of the
Regulatory Flexibility Act.
The FAA's authority to issue rules regarding aviation safety is
found in Title 49 of the U.S. Code. Subtitle 1, Section 106, describes
the authority for the FAA Administrator. Subtitle VII, Aviation
Programs, describes in more detail the scope of the agency's authority.
This rulemaking is promulgated under the authority described in
Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the
FAA is charged with prescribing regulations to assign the use of the
airspace necessary to ensure the safety of aircraft and the efficient
use of airspace. This regulation is within the scope of that authority
as it would modify controlled airspace at Greenlee County Airport,
Clifton/Morenci, AZ.
This proposal will be subject to an environmental analysis in
accordance with FAA Order 1050.1E, ``Environmental Impacts: Policies
and Procedures'' prior to any FAA final regulatory action.
