AGENCY:
On February 22, 2013, the
U.S. Department of Energy (DOE)
published a document in the Federal
Register initiating a rulemaking to
evaluate energy conservation standards
for packaged terminal air conditioners
(PTACs) and packaged terminal heat
pumps (PTHPs). In that document, DOE
announced the availability of a
framework document. This document
announces an extension of the public
comment period for submitting
comments on the framework document
or any other aspect of the rulemaking for
PTACs and PTHPs. The comment
period is extended to April 25, 2013.
DATES: DOE will accept comments, data,
and information regarding the
framework document received no later
than April 25, 2013.

availability of a framework document as
a first step in the rulemaking process to
consider amending energy conservation
standards for packaged terminal air
conditioners and packaged terminal
heat pumps. 78 FR 12252. The
document provided for the submission
of written comments by March 25, 2013,
and oral comments were also accepted
at a public meeting held on March 18,
2013. Stakeholders have requested an
extension of the comment period to
allow additional time for the
preparation of their comments and to
respond to issues raised at the public
meeting.
DOE has determined that a brief
extension of the public comment period
is appropriate to allow stakeholders
additional time to submit comments to
DOE for consideration. DOE will
consider any comments received by
April 25, 2013 to be timely submitted.

Premarket Approval for Automated
External Defibrillator System.

ACTION:
Proposed order.
The Food and Drug
Administration (FDA) is proposing to
require the filing of a premarket
approval application (PMA) or a notice
of completion of a product development
protocol (PDP) for the following class III
preamendments devices: Automated
external defibrillators systems (AEDs),
which includes the AED device and its
accessories (i.e., pad electrodes,
batteries, and adapters). The Agency is
also summarizing its proposed findings
regarding the degree of risk of illness or
injury designed to be eliminated or
reduced by requiring this device to meet
the statute’s premarket approval
requirements and the benefits to the
public from the use of the device. In
addition, FDA is announcing the
opportunity for interested persons to
request that the Agency change the
classification of the automated external
defibrillator based on new information.
This action implements certain statutory
requirements.
DATES: Submit either electronic or
written comments by June 24, 2013.
FDA intends that, if a final order based
on this proposed order is issued, anyone
who wishes to continue to market the
device will need to submit a PMA
within 90 days of the publication date
of the final order. Please see section III
for more information about submitting a
PMA. Please also see section IX for the
proposed effective date of any final
order that may publish based on this
proposal.
