(c) Definitions. The following
definition applies to this section:
designated representative means any
commissioned, warrant, or petty officer
of the Coast Guard on board Coast
Guard, Coast Guard Auxiliary, and
local, state, and federal law enforcement
vessels who have been authorized to act
on the behalf of the Captain of the Port.
(d) Regulations. (1) Entry into, transit
through or anchoring within this safety
zone is prohibited unless authorized by
the Captain of the Port of San Diego or
his designated representative.
(2) Mariners requesting permission to
transit through the safety zone may
request authorization to do so from local
law enforcement. Local law enforcement
may be contacted on VHF marine
Channel 16.
(3) All persons and vessels shall
comply with the instructions of the
Coast Guard Captain of the Port or his
designated representative.
(4) Upon being hailed by U.S. Coast
Guard patrol personnel by siren, radio,
flashing a light, or other means, the
operator of a vessel shall proceed as
directed.
(5) The Coast Guard may be assisted
by other federal, state, or local agencies.

Dam to Lake Michigan including Des
Plaines River, Chicago Sanitary and
Ship Canal, Chicago River, CalumetSaganashkee Channel, Chicago, IL,
listed in 33 CFR 165.930. Specifically,
the Coast Guard will enforce this safety
zone between Mile Marker 296.1 to Mile
Marker 296.7 on all waters of the
Chicago Sanitary and Ship Canal.
Enforcement will occur from 7:00 a.m.
until 11:00 a.m. and 1:00 p.m. until 5:00
p.m. on March 27 through March 29,
2013.
This enforcement action is necessary
because the Captain of the Port, Sector
Lake Michigan has determined that the
U.S. Army Corps of Engineers
Electromagnetic Fields evaluation
operation poses risks to life and
property. Because of these risks, it is
necessary to control vessel movement
during the operation to prevent injury
and property loss.
In accordance with the general
regulations in § 165.23 of this part, entry
into, transiting, mooring, laying up or
anchoring within the enforced area of
this safety zone by any person or vessel
is prohibited unless authorized by the
Captain of the Port, Sector Lake
Michigan, or his or her designated
representative.
This notice is issued under authority
of 33 CFR 165.930 and 5 U.S.C. 552(a).

ACTION:
SUMMARY: The Coast Guard is
establishing a temporary safety zone
within the Lake Moolvalya region of the
navigable waters of the Colorado River
in Parker, Arizona for the Blue Water
Resort and Casino Southwest
Showdown. This temporary safety zone
is necessary to provide for the safety of
the participants, crew, spectators,
participating vessels, and other vessels
and users of the waterway. Persons and
vessels are prohibited from entering
into, transiting through, or anchoring
within this safety zone unless
authorized by the Captain of the Port or
his designated representative.
DATES: This rule is effective from 9 a.m.
on March 22, 2013, until 6 p.m. on
March 24, 2013. This rule will be
enforced from 9 a.m. until 6 p.m. on
March 22, 23, and 24, 2013.
