qualitative feedback we mean
information that provides useful
insights on perceptions and opinions,
but are not statistical surveys that yield
quantitative results that can be
generalized to the population of study.

Take notice that on March 1, 2013,
Peoples TWP LLC (Peoples TWP) filed
a Rate Election pursuant to
284.123(b)(1) of the Commissions
regulations proposing to utilize rates
that are the same as those contained in
Peoples TWP’s Rate Schedule FTS—
Field Transportation Service for
comparable intrastate service on file
with the Pennsylvania Public Utility
Commission. In addition, Peoples TWP

In accordance with section
113(g) of the Clean Air Act, as amended
(‘‘Act’’), 42 U.S.C. 7413(g), notice is
hereby given of a proposed consent
decree to address a lawsuit filed by
Preserve Pepe’ekeo Health and
Environment in the United States
District Court for the District of Hawaii:
Preserve Pepe’ekeo Health and
Environment v. EPA, No. CV 12 00520
ACK–RLP (D. HI). On September 19,
2012, Preserve Pepe’ekeo Health and
Environment filed a complaint that EPA
failed to perform its nondiscretionary
duty pursuant to section 505(b)(2) of the
Act, 42 U.S.C. 7661d(b)(2), to grant or
deny, within 60 days after it was filed,
a petition requesting that EPA object to
a proposed title V operating permit for
the Hu Honua Bioenergy Facility issued
by the Hawai’i Department of Health to
Hu Honua. Under the terms of the
proposed consent decree, EPA would be
required to sign its response to
Plaintiff’s petition by August 7, 2013, or
within 30 days of the entry of this
Consent Decree, whichever is later.
