concerning request for comments for the
Draft Quality Standard for
Environmental Data Collection,
Production, and Use by Non-EPA
(External) Organizations and two
associated QA Handbooks. The notice of
availability is being extended to a 90
day review and comment period to
provide more time for external
reviewers to provide comments. This
document extends the comment period
for 28 days, from February 28, 2013, to
March 29, 2013.
DATES: Comments must be submitted on
or before March 29, 2013.

SUMMARY: In accordance with Section
122(i) of the Comprehensive
Environmental Response,
Compensation, and Liability Act, as
amended (‘‘CERCLA’’), 42 U.S.C.
9622(i), notice is hereby given of a
proposed administrative settlement for
recovery of response costs under
CERCLA Section 122(h)(1) concerning
the Factory H Superfund Site in
Meriden, Connecticut (‘‘Site’’) with the
following settling party: MidState
Medical Center, Inc. The settlement
requires the settling party to pay
$100,000 to the Hazardous Substance
Superfund. The settlement includes a
covenant not to sue the settling party
pursuant to Section 107(a) of CERCLA,
42 U.S.C. 9607(a), relating to the Site.
The settlement has been approved by
the Environment and Natural Resources
Division of the United States
Department of Justice. For thirty (30)
days following the date of publication of
this notice, the Agency will receive
written comments relating to the
settlement. The Agency will consider all
comments received and may modify or
withdraw its consent to the settlement
if comments received disclose facts or
considerations which indicate that the
settlement is inappropriate, improper,
or inadequate. The Agency’s response to
any comments received will be available
for public inspection at 5 Post Office
Square, Boston, Massachusetts 02109–
3912.

AGENCY:
SUMMARY: The Federal Communications
Commission (FCC), as part of its
continuing effort to reduce paperwork
burdens, invites the general public and
other Federal agencies to take this
opportunity to comment on the
following information collection, as
required by the Paperwork Reduction
Act (PRA) of 1995. Comments are
requested concerning (a) Whether the
proposed collection of information is
necessary for the proper performance of
the functions of the Commission,
including whether the information shall
have practical utility; (b) the accuracy of
the Commission’s burden estimate; (c)
ways to enhance the quality, utility, and
clarity of the information collected; (d)
ways to minimize the burden of the
collection of information on the
respondents, including the use of
automated collection techniques or
other forms of information technology;
and (e) ways to further reduce the
information collection burden on small
business concerns with fewer than 25
employees.
The FCC may not conduct or sponsor
a collection of information unless it
displays a currently valid control
number. No person shall be subject to
any penalty for failing to comply with
a collection of information subject to the
PRA that does not display a valid Office
of Management and Budget (OMB)
control number.
DATES: Written PRA comments should
be submitted on or before April 29,
2013. If you anticipate that you will be
submitting comments, but find it
difficult to do so within the period of
time allowed by this notice, you should
