ACTION: Final rule.
The U.S. Fish and Wildlife
Service (Service or we) is establishing
migratory bird subsistence harvest
regulations in Alaska for the 2013
season. These regulations enable the
continuation of customary and
traditional subsistence uses of migratory
birds in Alaska and prescribe regional
information on when and where the
harvesting of birds may occur. These
regulations were developed under a comanagement process involving the
Service, the Alaska Department of Fish
and Game, and Alaska Native
representatives. The rulemaking is
necessary because the regulations
governing the subsistence harvest of
migratory birds in Alaska are subject to
annual review. This rulemaking
establishes region-specific regulations
that go into effect on April 2, 2013, and
expire on August 31, 2013.
DATES: The amendments to subpart A of
50 CFR part 92 are effective March 25,
2013, and the amendments to subpart D
of 50 CFR part 92 are effective April 2,
2013, through August 31, 2013.

SUPPLEMENTARY INFORMATION:
SUMMARY:
Why is this rulemaking necessary?
This rulemaking is necessary because,
by law, the migratory bird harvest
season is closed unless opened by the
Secretary of the Interior, and the
regulations governing subsistence
harvest of migratory birds in Alaska are
subject to public review and annual
approval. This rule establishes
regulations for the taking of migratory
birds for subsistence uses in Alaska
during the spring and summer of 2013.
This rule establishes a list of migratory
bird season openings and closures in
Alaska by region.
