United States and which is owned,
possessed or controlled by the Denied
Person, or service any item, of whatever
origin, that is owned, possessed or
controlled by the Denied Person if such
service involves the use of any item
subject to the Regulations that has been
or will be exported from the United
States. For purposes of this paragraph,
servicing means installation,
maintenance, repair, modification or
testing.
III. After notice and opportunity for
comment as provided in Section 766.23
of the Regulations, any other person,
firm, corporation, or business
organization related to Kraegel by
affiliation, ownership, control or
position of responsibility in the conduct
of trade or related services may also be
subject to the provisions of this Order if
necessary to prevent evasion of the
Order.
IV. This Order does not prohibit any
export, reexport, or other transaction
subject to the Regulations where the
only items involved that are subject to
the Regulations are the foreignproduced direct product of U.S.-origin
technology.
V. This Order is effective immediately
and shall remain in effect until August
24, 2021.
VI. In accordance with Part 756 of the
Regulations, Kraegel may file an appeal
of this Order with the Under Secretary
of Commerce for Industry and Security.
The appeal must be filed within 45 days
from the date of this Order and must
comply with the provisions of Part 756
of the Regulations.
VII. A copy of this Order shall be
delivered to the Kraegel. This Order
shall be published in the Federal
Register.

A limited number of seats will be

the meeting. Reservations are not
accepted. To the extent time permits,

suggests that presenters forward the
public presentation materials prior to
the meeting to Ms. Springer via email.
The Assistant Secretary for
Administration, with the concurrence of
the delegate of the General Counsel,
formally determined on October 19,
2012, pursuant to Section 10(d) of the
Federal Advisory Committee Act, as
amended (5 U.S.C. app. 2 § (10)(d)), that
the portion of the meeting dealing with
pre-decisional changes to the Commerce
Control List and U.S. export control
policies shall be exempt from the
provisions relating to public meetings
found in 5 U.S.C. app. 2 §§ 10(a)(1) and
10(a)(3). The remaining portions of the
meeting will be open to the public.

Final Results of Antidumping Duty

SUMMARY: On December 6, 2011, the
Department of Commerce (the
Department) published the preliminary
results of the administrative review of
the antidumping duty order on diamond
sawblades and parts thereof (diamond
sawblades) from the People’s Republic
of China (the PRC). The period of review
(POR) is January 23, 2009, through
October 31, 2010. For the final results,
we continue to find that certain
companies covered by this review made
sales of subject merchandise at less than
normal value.

SUPPLEMENTARY INFORMATION:
Background
On December 6, 2011, the Department
published the preliminary results of the
administrative review of the
antidumping duty order on diamond
sawblades from the PRC.1 We received
case and rebuttal briefs with respect to
the Preliminary Results and, at the
request of interested parties, we held a
hearing on February 23, 2012.
On April 5, 2012, the Diamond
Sawblades Manufacturers Coalition (the
petitioner) alleged that Korean
respondents Ehwa Diamond Industrial
Co., Ltd., and Shinhan Diamond
Industrial Co., Ltd. and SH Trading Inc.,
and their respective Chinese
subsidiaries Weihai Xiangguang
Mechanical Industrial Co., Ltd.
(Weihai), and Qingdao Shinhan
Diamond Industrial Co., Ltd. (Qingdao
Shinhan), sold diamond sawblades into
