The Panel will help identify methods for improving private recreational angler data collection, potentially using additional data collection programs that would supplement data currently collected through the Marine Recreational Information Program (MRIP). Programs considered must improve the accuracy and timeliness of catch, effort, and discard data for the private recreational sector in the Gulf of Mexico. Preferentially, the considered programs should allow participation in the data collection process by private, recreational anglers. The Advisory Panel will consider new methodologies including potential use of offshore permits, vessel registration information or satellite imagery to improve recreational fishery data. The Advisory Panel will consider the appropriate use and limitation of self-reported fisheries data and evaluate and advise about improvements in communication between MRIP and stakeholders. SUPPLEMENTARY INFORMATION: ADDRESSES: AGENCY: Background NMFS has received a request from the Washington State Department of Transportation (WSDOT) Ferries Division (WSF) for an incidental take authorization to take small numbers of 11 species of marine mammals, by Level B harassment, incidental to proposed construction activities for the replacement of dolphin structures at the Orcas Island and Friday Harbor ferry terminals in Washington State. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an authorization to WSDOT to incidentally take, by harassment, small numbers of marine mammals for a period of 1 year. DATES: Comments and information must be received no later than March 11, 2013. Sections 101(a)(5)(A) and (D) of the MMPA (16 U.S.C. 1361 et seq.) direct the Secretary of Commerce to allow, upon request, the incidental, but not intentional, taking of small numbers of marine mammals by U.S. citizens who engage in a specified activity (other than commercial fishing) within a specified geographical region if certain findings are made and either regulations are issued or, if the taking is limited to harassment, a notice of a proposed authorization is provided to the public for review. An authorization for incidental takings shall be granted if NMFS finds that the taking will have a negligible impact on the species or stock(s), will not have an unmitigable adverse impact on the availability of the species or stock(s) for subsistence uses (where relevant), and if the permissible methods of taking and requirements pertaining to the mitigation, monitoring and reporting of such takings are set forth.
