(Commission), 18 CFR 385.206 and

825(e), the City of Fallon, Nevada and
Truckee Donner Public Utility District

formal complaint against NV Energy

alleging that the Respondent (1) has

improperly implemented the current
Zone A imbalance provisions of their
open access transmission tariff (NV
Energy OATT) and (2) should replace
the imbalance provisions currently
reflected in Schedules 4 and 9 of the NV
Energy OATT, with the pro forma
provisions on a forward-looking basis,
because they are no longer just and
reasonable.
The Complainants certify that copies
of the complaint were served on the
contacts for the Respondents as listed
on the Commission’s list of Corporate
Officials and on parties of the regulatory
agencies the Complainants reasonably
expect to be affected by this complaint.
Any person desiring to intervene or to
